Smart Motorway Safety: Breakdown Risks and Vehicle Checks

Smart motorways — sections of UK motorway where the hard shoulder has been converted to a live running lane — have been the subject of sustained public and political scrutiny. Following coroner inquests, parliamentary inquiries, and a government-ordered review, National Highways paused the rollout of new all-lane running (ALR) smart motorways in 2022, and the current government has confirmed that no new ALR schemes will be built. However, hundreds of miles of existing smart motorway remain in use. For drivers using these roads, smart motorway safety checks on your vehicle are not optional — they can be life-saving.

Why Smart Motorways Raise the Stakes for Vehicle Reliability

On a traditional motorway, a broken-down vehicle can usually pull onto the hard shoulder — a dedicated refuge kept clear of live traffic. On an all-lane running smart motorway, that buffer does not exist. Drivers who break down in a live lane face an acutely dangerous situation, particularly in the seconds and minutes before Highways England's traffic management system detects the stopped vehicle and closes the lane using overhead gantry signs.

Research published by the Transport Select Committee found that the average time between a vehicle stopping in a live lane and a lane closure being enforced could be several minutes — during which time the stranded vehicle is at risk from following traffic. This means that preventing a breakdown from occurring in the first place is the most effective smart motorway safety check a driver can carry out.

Essential Pre-Journey Vehicle Checks

Before any long journey on a smart motorway — particularly the M1, M3, M4, M6, M25, and M62, all of which have ALR sections — work through the following checks:

  • Tyres — check tread depth and pressure on all four tyres, including the spare if your vehicle has one. The legal minimum tread depth is 1.6mm, but tyre safety organisations recommend replacing at 3mm. A blowout at motorway speeds is catastrophic in any lane; in an ALR lane it is even more dangerous.
  • Engine oil — low or degraded engine oil is a leading cause of mechanical failure on long journeys. Check the dipstick and top up if needed.
  • Coolant level — overheating is another common breakdown cause. Check the coolant reservoir with the engine cold.
  • Fuel — running out of fuel on a smart motorway is avoidable and inexcusable. Check before you join the motorway and plan your fuel stops.
  • Warning lights — if any dashboard warning light is illuminated before you set off, have it investigated. A warning light you choose to ignore at home could indicate a failure waiting to happen at 70mph in a live lane.
  • Battery — a failing 12V battery can cause complete electrical failure at speed, disabling steering assistance, braking assistance, and all warning systems.

How Your MOT Relates to Smart Motorway Safety

The annual MOT test is specifically designed to catch the mechanical and safety deficiencies most likely to cause a vehicle to become dangerous on the road. Tyres, brakes, steering, lights, and suspension are all assessed. A vehicle with a valid, recent MOT certificate is statistically far less likely to suffer a catastrophic mechanical failure than one running with expired or historic advisories left unaddressed.

Critically, the MOT only captures the vehicle's condition at the moment of testing. A pass certificate from eleven months ago does not mean your tyres are still legal today, or that your brakes have not deteriorated since. Regular smart motorway safety checks between MOT tests are your responsibility as a driver. What to Do If You Break Down on a Smart Motorway

Despite all precautions, breakdowns do happen. If your vehicle begins to lose power or shows signs of imminent failure on a smart motorway:

  • Move to the left-hand lane as quickly and safely as possible.
  • Look for an Emergency Refuge Area (ERA) — these are marked with orange SOS phones and blue signs, and located at intervals of roughly one mile on ALR motorways.
  • If you cannot reach an ERA and must stop in a live lane, switch on your hazard lights immediately and call 999. Do not attempt to exit the vehicle on the carriageway side; leave via the nearside door if safe and get behind the barrier.
  • Call Highways England on 0300 123 5000 or use the SOS phone in an ERA to alert the control room.

Breakdown Cover and Smart Motorways

Having valid breakdown cover is strongly recommended for anyone using smart motorways regularly. Ensure your policy covers motorway assistance — some basic policies exclude motorway recovery. Keep your breakdown provider's number saved in your phone alongside the Highways England emergency number. Recovery from a live lane is a priority job for all major breakdown operators and they work closely with National Highways to clear incidents as quickly as possible.
